On July 1, 2026, the EPA proposed the Sixth Unregulated Contaminant Monitoring Rule, known as UCMR 6, placing 30 chemicals under national surveillance. Public water systems serving 3,300 or more people will begin testing for these compounds in January 2028. Results will not reach the public until 2031 at the earliest.

What "Unregulated" Actually Means

An unregulated contaminant is not one the EPA has studied and cleared. It is one the federal government has not yet set a limit for. UCMR cycles exist because the EPA knows those limits are incomplete.

UCMR 6's 30 compounds join a line of chemicals that moved from unregulated to regulated after monitoring cycles confirmed their presence in drinking water. PFAS in drinking water followed this path: UCMR 3 collected data from 2013 to 2015, and the EPA did not finalize federal limits until 2024. The PFAS Component in UCMR 6

Seven of the 30 compounds are ultrashort organofluorine compounds, PFAS variants too short-chain to have been captured by earlier rules. The list includes PFMOAA, PFPrA, PFEtS, PFPrS, TFMS, bistriflimide, and TFA. These compounds appear in industrial and commercial applications and have been detected in water systems globally without the federal monitoring framework that longer-chain PFAS received under UCMR 3.

The 2024 PFAS National Primary Drinking Water Rule regulated PFOA, PFOS, and four other compounds. It left ultrashort-chain variants untouched. UCMR 6 fills part of that gap with surveillance data that could, in time, support future rulemaking. The regulatory frontier keeps moving forward, not closing.
